Social Planning includes RELATIONSHIPS [ and who is usally one who decides the fate of people in society=ones with MONEY/jobs= and who has the JOBS;MONEY= males of the larger society and thsoe who work for males of the larger society who decide to reconize males of the larger society as having the ultimate control=OVER God who created the sky,etc.=which would include=the intimidation from and by males of the larger soceity and African American female prostitutes that work with them=

Thus the robbery of African Amerian marriages, relationships, income, jobs, court cases, families all of which was done during slavery=?Current system African Americans have to chose something that males of the larager society would consider negative or that would be considered a position that is socially, financially, mentally, emotionally, legally LESS that the society of the society of the males of the larger society=?
Either the African Americans dicide something negative or  the males of the larager society decide [force them through attacking them, socially, financially, mentally, emotionally, sexually, etc.] for them.

"WHO DOES SOCIAL PLANNING?"

If one asks practicing or planning educators whether there is a seperate field of "SOCIAL PLANNING" within the planning profession, one will get answeres ranging from "of coarse to "What is it"; If a planner is doing something that is DIRECTLY devoted to a "SOCIAL END" [males of the larger society /authority=controlling[dominating], rule African American social life/finances,etc.],say administering community development, funds for day care or an adult literacy program, CLEARLY that PLANNER IS engaged in "SOCIAL PLANNING."  Tthe great majority of Planners, however do not spend most of their time on an explicit social planning.  but almost any decision that involves  how SIAZEABLE  blocks of land will be used or how sizeable sumse of PUBLIC MONEY will be spent has "SOCIAL IMPLICATIONS.  in that sense any planner who is consceintious and competent=is ENGAGED in "SOCIAL PLANNING".

"A "PROJECT"  that isolates people to cause serious problems even in a small area[corner of 5th and Broad St-Winston-=Salem, N. C.] set the stage for disaster [males of larger society intimidating/approaching African American females into prostitution [ intentional tracking of AFrican American riders on the WSTA bus=STALKING=code= MLK and 311[3k's] blocked for work announced on one radio station only=?

As someone said=this is 2012=issue of African Americans having freedom=was suppose to have  been settled in the early 1900's 1916[civil war era, etc.]; But tell that to the people of the Katrina Storm, etc. and the sad part is that the current RE-elected? administration to the United States is in the process of establishing and encouraging all kinds of systems to ensure CONTROL over and in mostly African Americans lives [and stupids cheer them on]?

And the WSTA board= in process of "SOCIAL PLANNING"=why hispanic on board=versus African American.
